TESTING FOR COMPLIANCE DEMONSTRATION



Through the successful completion of over 3,000 ethylene oxide source tests, we have an unmatched reputation of excellence with our clients and with federal, state, and local regulatory agencies. We are by far the most experienced ethylene oxide emissions testing contractor in the US (and worldwide), with an unparalleled history of development, innovation, and reliability in the performance of direct-interface sampling and analysis of EtO emissions sources. With our proven, reproducible and ultra-low outlet detection limits as low as 10 parts per billion (ppb), we give our clients the highest possibility for compliance with control efficiency and stack emissions requirements.



HELP WITH NEW USEPA REQUIREMENTS FOR ETHYLENE OXIDE



New USEPA regulation of EtO sterilization facilities is impending in the near future, in the form of a proposed revision of the National Emission Standard for Hazardous Air Pollutants (NESHAP), and prefaced by new upcoming USEPA requests for information from all facilities subject to the EtO NESHAP, with an emphasis on potential sources of fugitive emissions of EtO such as workspace ventilation and even wastewater discharge. USEPA is also proposing the use of a standardized emission factor of 0.5-1.0 percent of annual facility EtO usage for the calculation of fugitive emissions, as part of the determination of public health risk for all EtO sterilization facilities. We can help you perform an evaluation of your sterilization and emission control system to help you identify potential trouble spots, and can perform thorough testing as part of a complete assessment, including a determination of your actual fugitive emissions, which can be much lower than EPA estimates. We can then provide you with recommendations for feasible, practical and effective actions you can take to optimize your system and achieve compliance.



OTHER TESTING AND CONSULTING SERVICES



We perform both interior workspace and exterior fence line ambient monitoring to provide facilities with data used in the evaluation of potential employee and public health risks, and in the performance of environmental impact modeling. Through our expertise in the field, and our solid relationships with local air permitting agencies, we are able to provide complete, and often expedited permit application preparation and submittal services. DANIEL P. KREMER



Dan Kremer is the founder and President of ECSi, Inc., a highly regarded environmental testing and consulting firm which has been in business since 1992, specializing in the specific needs of the ethylene oxide sterilization industry.


Though his current professional focus is somewhat specific, his 32 years of broad-based experience includes performance of many other types of air pollution source testing using wet-impingement and other types of sample collection, as well as various instrument methods. In addition, he's performed soil and wastewater sampling and analysis, soil vapor testing, indoor and outdoor ambient monitoring for hazardous air pollutants, environmental site assessments (Phase I and II), and personnel exposure monitoring. In recognition of his professional knowledge and experience in the environmental field, he's also been asked to develop educational and training programs and provide expert testimony.

Informational and Testing Recommendations in Anticipation of Proposed New USEPA NESHAP Requirements And Impending Information Request (FALL 2021)



This applies to all commercial EtO sterilization facilities subject to USEPA 40 CFR Part 63, Subpart O (currently facilities using >2,000 lbs EtO/year, but many additional commercial users may be added).


As you probably already know, the USEPA is in the process of performing an updated review and analysis of potential health risks associated with emissions of ethylene oxide (EtO), as part of a probable revision of the current regulations governing the use and control of emissions of EtO by commercial facilities. The following are our recommended actions for facilities subject to this regulation, to be taken in preparation for response to the upcoming (currently postponed until Fall of 2021) USEPA information request, and in anticipation of the adoption of more stringent work practice and emission control requirements.
